Zhang Yu, Doctor of Judicial Science in Nankai University, postdoctoral researcher in the Department of Management at Renmin University of China, senior visiting scholar at the Chinese University of Hongkong. He enjoys enviable reputation as a member of the New Century Excellent Talents in University and the prospective excellent talents supported by the “Thousand-handred-ten” Program in Guangdong Province. Zhang is recognized as one of the “Excellent Teachers of Guangzhou” and the distinguished MPA teacher of the national level. He also works for People’s Government of Guangdong Province as an expert on policy-making consultancy and for People’s Government of Guangzhou on policy-making consultancy and emergency management. 62 national and provincial projects have been finished under his sponsorship. 100-odd articles by him were published in Politics Studies, Chinese Public Administration, and Guangming Daily(theory), among which 24 were transported by Xinhua Digest, Chinese Social Sciences Digest other newspapers. Besides, he has published 4 academic monographs. Now he is a professor, Dean of the Faculty of Public Management, as well as a standing committee member of the academic council at South China Agricultural University.
