In order to implement the management requirements of the provincial Party committee and the Central Committee of the Communist Youth League regarding smart League Construction as the general traction, the general grasp and the general valve, according to the provisions of the constitution of the Communist Youth League of China, the league members of 2016 need to transfer the organizational relationship of smart League Construction from one grass-roots organization to another after graduation, and handle the transfer procedures of the organizational relationship of the league in a timely manner. Each league branch shall assist the league members to handle the transfer of organizational relationship of the intelligent League Construction in strict accordance with the guidelines, strengthen the construction of grassroots League Organization strictly and practically, and comprehensively standardize the transfer of organizational relationship of the league. Now, the school of public management has notified the following about the transfer of organizational relationship of Guangdong smart League Construction System Group:
1、 Transfer object of handling organization
2016 graduates registered in smart group construction system.
2、 Handling organization transfer time
From the date of announcement of the notice.
3、 Organization transfer process
The League fee shall be paid before the transfer of the League organization relationship. There are two ways for league members to handle organization transfer, namely:
（1） Independent transfer out of League members
In general, the transfer of the League organization relationship is initiated by the league members themselves. The specific operations are as follows:
The league members shall contact the League branch to be transferred in first, explain the transfer in items, and handle the transfer out of online League organization relationship with the consent of the transfer in League branch.
Log in to the home page of Guangdong Communist Youth League or Guangdong Youth voice League member mobile terminal, select transfer of League organization relationship, fuzzy search the abbreviation of transferred in League branch, accurately fill in the reason for transfer out and the whereabouts of League members (study and work unit, address, etc.), and submit.
After the submission is successful, the transfer out group branch (i.e. the group Branch letter) will log in to the intelligent group construction system for manual review, and then transfer to the direct superior group organization of the transfer out group branch, the transfer in group branch and the transfer in group branch for review.
Members of the group can click my message on the home page of the system, and click transfer record of group organization relationship on the transfer page to view the transfer review status. Members of the group can contact the relevant group organization to remind the head of the relevant group organization to review.
If any step of the organization transfer application fails to pass the review, the process will be terminated, and the transfer out of the group organization relationship needs to be handled again.
（2） Transfer out of League branch on behalf of League members
The league members shall first contact the League branch to be transferred in, explain the transfer in items, and then handle the transfer out of online League organization relationship on behalf of the League branch after obtaining the consent of the transferred in League branch.
The League branch shall log in to the website of smart league construction, select transfer of League organization relationship → initiate transfer and select one or more League members from the list, click apply for transfer out of League members, select or accurately fill in the abbreviation of the transfer in League branch, and accurately fill in the whereabouts of the league members (study work unit, address, etc.).
After the submission is successful, the transfer out group branch's direct superior group organization, transfer in group branch and transfer in group branch's direct superior group organization will organize the review.
4、 Precautions
（1） Each league branch shall make statistics of League members according to the attachment 2016 graduate transfer out registration form and update the form in real time.
（2） League members who are unable to determine the name of the village (community, street) League branch: the League organization relationship can be transferred to the mobile League branch established by the corresponding township (street) League Committee (League Working Committee), and the township (street) League Committee (League Working Committee) can transfer the League organization relationship to the village (community, street) League branch in time according to the actual circulation of the League member.
（3） Explanation of mobile League branch: under special circumstances, if the village (community, street) League branch is temporarily unable to receive, the township (street) League (work) committee shall establish a mobile League branch to receive.
